Sir:

     Your Committees on Judiciary and Hawaiian Affairs and Public
Safety and Military Affairs, to which was referred S.B. No. 2432,
S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO A SENTENCING SIMULATION
     MODEL,"

beg leave to report as follows:

     The purpose of this bill is to appropriate an unspecified
dollar amount to the Department of Public Safety for the
correction population management commission to develop,
implement, and maintain a sentencing simulation model.

     The Judiciary, the Department of the Attorney General, the
Department of Public Safety, the Hawaii Paroling Authority, the
Department of the Prosecuting Attorney for the City and County of
Honolulu, the Honolulu Police Department, the Office of the
Public Defender, and the American Civil Liberties Union of Hawaii
testified in support of the measure.

     Your Committees find that this measure will assist
identification of prison population; help forecast, plan, develop
future law and policy; and help determine allocation of resources
for the prison.

     Your Committees amended this bill by:

     1.   Making technical and nonsubstantive changes for the
          purpose of style and clarity; and

     2.   Inserting the dollar amount of $71,018 for the
          appropriation sum.

     As affirmed by the records of votes of the members of your
Committees on Judiciary and Hawaiian Affairs and Public Safety
and Military Affairs that are attached to this report, your
Committees are in accord with the intent and purpose of S.B. No.
2432, S.D. 1, as amended herein, and recommend that it pass
Second Reading in the form attached hereto as S.B. No. 2432, S.D.
1, H.D. 1, and be referred to the Committee on Finance.
