Sir:

     Your Committee on Finance, to which was referred S.B. No.
2427, S.D. 1, H.D. 1, entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR COMPENSATION
     OF CRIME VICTIMS,"

begs leave to report as follows:

     The purpose of this bill is to clarify the funding for the
Crime Victim Compensation Commission (CVCC) by:

     (1)  Appropriating an unspecified sum to compensate crime
          victims; and

     (2)  Setting a ten percent cap on the amount of revenues
          from the Crime Victim Compensation Special Fund that
          can be used for payroll and operating expenses.

     CVCC, the City and County of Honolulu Department of the
Prosecuting Attorney, the County of Kauai Office of the
Prosecuting Attorney, the County of Hawaii Office of the
Prosecuting Attorney, the County of Maui Victim/Witness
Assistance Division, Child and Family Service, the Sex Abuse
Treatment Center, and one individual supported the intent of this
measure.  Four individuals offered comments.

Committee is in accord with the intent and purpose of S.B. No.
