     Your Committee on Economic Development and Business
Concerns, to which was referred S.B. No. 2419, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO CAPITAL ACCESS PROGRAM,"

begs leave to report as follows:

     The purpose of this bill is to encourage lending to small
businesses by establishing a Capital Access Program in the
Department of Business, Economic Development, and Tourism (DBEDT)
to assist a participating financial institution in making loans
to businesses and nonprofit organizations that face barriers in
accessing capital.

     DBEDT testified in support of this measure.

     As affirmed by the record of votes of the members of your
Committee on Economic Development and Business Concerns that is
attached to this report, your Committee is in accord with the
intent and purpose of S.B. No. 2419, S.D. 1, and recommends that
it pass Second Reading and be referred to the Committee on
Finance.
