Sir:

     Your Committee on Economic Development, to which was
referred S.B. No. 2342 entitled: 

     "A BILL FOR AN ACT RELATING TO SPECIAL PURPOSE REVENUE BONDS
     FOR PROCESSING ENTERPRISES,"

begs leave to report as follows:
     
     The purpose of this measure is to issue special purpose
revenue bonds not to exceed $8,000,000 to assist Hawaii Taro
Company in planning and building a processing plant.

     Testimony in favor of this measure was submitted by the
Department of Agriculture and one individual.

     Your Committee finds that Hawaii Taro Company has provided
small taro farmers with a reliable buyer for their crops, and has
led to expanded acreage as a result.  Your Committee further
finds that support of this measure would enable taro farmers to
increase planting of other varieties and other crops, and to
explore the production of additional products for new markets.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 2342 and recommends that it pass Second Reading and
be referred to the Committee on Ways and Means.
