Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.B. No. 2311, S.D. 1, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO MANDATORY USE OF SEATBELTS,"

begs leave to report as follows:

     The purpose of this bill is to extend the seat belt assembly
requirement to passengers under the age of eighteen riding in the
back seat of a motor vehicle.

     Testimony in support of this measure was received from the
State Department of Health, Department of Transportation, City
and County of Honolulu Police Department, Mothers Against Drunk
Driving, Keiki Injury Prevention Coalition, State Farm Insurance,
and a concerned individual. 

     Your Committee finds that the provisions of this bill
promote safety for passengers in motor vehicles and could prevent
injury and death in motor vehicle related accidents.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 2311, S.D. 1, H.D. 1, and recommends that it
