Sir:

     Your Committee on Finance, to which was referred S.B. No.
2112, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE WAIANAE COAST COMMUNITY
     BENCHMARKING PILOT PROJECT,"

begs leave to report as follows:

     The purpose of this bill is to develop the economy and to
improve the quality of life on the Waianae Coast by:

     (1)  Appropriating funds to support the Waianae Coast
          Community Benchmarking Pilot Project (Project) and the
          Hawaii Community Services Council; and

     (2)  Extending the duration of the Project for three years
          until June 30, 2003.

     The Waianae Coast Coalition and a concerned individual
testified in support of the bill.  The Department of Business,
Economic Development, and Tourism commented on the measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2112, S.D. 1, and recommends that it pass Second Reading and be
placed on the calendar for Third Reading.
