Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.B. No. 2108, S.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO THE PUBLIC LAND TRUST,"

begs leave to report as follows:

     The purpose of this bill is to require the Legislative
Auditor to coordinate resolution of public land trust issues, by
facilitating identification of lands within the public land
trust, and, in cooperation with the Department of Land and
Natural Resources and other state agencies, completing a
comprehensive inventory and mapping database of lands within the
public land trust currently subject to section 5(f) of the
Admission Act.

     The Office of Hawaiian Affairs provided testimony in support
of this bill, subject to numerous proposed amendments.  The
Chairperson of the Board of Land and Natural Resources commented
that the Department will assist the Auditor as needed.  

     Your Committee finds that a reliable and comprehensive
inventory is essential to rational decision-making concerning the
management and disposition of ceded lands.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 2108, S.D. 2, and recommends that it pass
