Sir:

     Your Committee on Labor and Environment, to which was
referred S.B. No. 2052 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR TRAINING,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds for
training of managers and supervisors and a selected group of
employees during the 2000-2001 fiscal year.

     Testimony in favor of the measure was presented by the
Department of Human Resources Development.  The Director
testified that if civil service is to modernize, managers require
the necessary skills to perform more effectively and efficiently.

     Your Committee has amended the bill to remove the reference
to the Frontline Leadership program which is provided through a
particular vendor.  Your Committee believes that the State's
options for leadership training should be open and not limited to
one particular program.

     As affirmed by the record of votes of the members of your
Committee on Labor and Environment that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 2052, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as S.B. No. 2052,
S.D. 1, and be referred to the Committee on Ways and Means.
