Sir:

     Your Committee on Health and Human Services, to which was
referred S.B. No. 2024 entitled: 

     "A BILL FOR AN ACT MEDICAL RESEARCH ON CANCER STUDIES,"

begs leave to report as follows:

     The purpose of this measure is to require free-standing
radiation oncology facilities and other treatment or pathology
facilities to submit a report of any person admitted with or
diagnosed as having cancer to the Hawaii Tumor Registry or
participating hospital registry.

     Your Committee received testimony in support of this measure
from the Hawaii Tumor Registry, Cancer Research Center of Hawaii,
and the Hawaii Medical Association.

     This measure further requires physicians who diagnose or
treat a patient for cancer to submit a report to the Hawaii Tumor
Registry or participating hospital registry.

     This measure will improve the gathering of statistics and
information on cancer rates in Hawaii.  This data is critical to
cancer research, preventive medicine, and public health.

     As affirmed by the record of votes of the members of your
Committee on Health and Human Services that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 2024 and recommends that it pass Second Reading and
be placed on the calendar for Third Reading.
