Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 2003 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION TO MATCH FEDERAL
     FUNDS FOR THE ESTABLISHMENT OF MANUFACTURING EXTENSION
     PROGRAMS,"

begs leave to report as follows:

     The purpose of this bill is to appropriate general funds for
the Department of Business, Economic Development, and Tourism to
establish manufacturing extension programs in Hawaii.

     Furthermore, this bill conditions the availability of funds
upon the Department's ability to secure federal matching funds.

     Your Committee has amended this measure by changing the
specified appropriation figures to blank amounts in order to
promote continued discussion of the matter.  Your Committee has
also amended this measure by making technical nonsubstantive
amendments for the purposes of clarity and style.

     Your Committee finds that manufacturing extension programs
will provide infrastructure support for the further development
of manufacturing enterprises in the State.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
