Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 1181, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO LEGAL REPRESENTATION FOR THE
     UNIVERSITY OF HAWAII,"

begs leave to report as follows:

     The purpose of this bill is to clarify that the University
of Hawaii may seek legal counsel from the Attorney General.

     Your Committee finds that part of the increased fiscal and
managerial autonomy granted to the University of Hawaii under Act
115, Session Laws of Hawaii 1998, included the authority of the
university to retain its own independent attorneys.  Your
Committee finds that it had never been the intent of the
Legislature to accordingly preclude the university from receiving
legal services from the Department of the Attorney General.

     Your Committee has amended this measure by making technical
nonsubstantive amendments for the purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1181, S.D. 1, as amended herein, and recommends that it pass
