STAND. COM. REP. NO. 114

                                   Honolulu, Hawaii
                                                     , 1999

                                   RE: S.B. No. 1103

Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Education and Technology, to which was
referred S.B. No. 1103 entitled:

"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR
STATE GOVERNMENT TO IMPLEMENT YEAR 2000 COMPLIANCE EFFORTS,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds for
additional unanticipated costs incurred by state departments in
implementing Year 2000 (Y2K) compliance requirements.

Testimony in favor of this measure was received from the
Department of Accounting and General Services.

Your Committee finds that currently, all departments have
resources to complete the State's Y2K testing and remediation
process. However, if unexpected resources become necessary in
the next few months, this measure will provide the vehicle for
legislative appropriation.

As affirmed by the record of votes of the members of your
Committee on Education and Technology that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 1103 and recommends that it pass Second Reading and
be referred to the Committee on Ways and Means.
