Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 2000
State of Hawaii

Sir:

     Your Committee on Finance, to which was referred H.R. No. 90
entitled:

     "HOUSE RESOLUTION REQUESTING THE DEPARTMENTS OF HEALTH AND
     EDUCATION TO ASSESS THE PREVALENCE OF HEAD LICE AND THE
     CURRENT USE OF CHEMICAL TREATMENT FOR HEAD LICE IN HAWAII'S
     SCHOOLS,"

begs leave to report as follows:

     The purpose of this resolution is to request the Departments
of Health and Education to assess the prevalence of head lice and
the current use of chemical treatment for head lice in Hawaii's
schools.

     Your Committee has amended this measure by replacing its
title and contents with that of HR 136, which requests a study to
ascertain the feasibility of amending the Hawaiian Homes
Commission Act to allow for direct election of members, and by
adding an additional request that the study include
determinations on:

     1)   Who should be allowed to run;

     2)   Who should be permitted to vote;

     3) How the seats should be apportioned; and

     4) How such an election should be financed.

                                 STAND. COM. REP. NO. 1480-00

Committee on Finance that is attached to this report, your
Committee concurs with the intent and purpose of H.R. No. 90, as
amended herein, and recommends its adoption in the form attached
hereto as H.R. No. 90, H.D. 1.

                                   Respectfully submitted on
