     Your Committee on Finance, to which was referred H.R. No. 4,
H.D. 1, entitled:

     "HOUSE RESOLUTION URGING THE DEVELOPMENT OF PROTOCOLS AND
     THE SPECIAL TRAINING OF PARAMEDICS IN THE TREATMENT OF
     DOMESTIC VIOLENCE PATIENTS,"

begs leave to report as follows:

     The purpose of this resolution is to stop domestic violence
before more serious injuries occur by urging the Department of
Emergency Services of the City and County of Honolulu to develop
protocols and special training, as initial and continuing
educational programs, for paramedics in the treatment of domestic
violence patients.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee concurs with the intent and purpose of H.R. No. 4, H.D.
1, and recommends its adoption.
