     Your Committee on Economic Development, to which was
referred H.C.R. No. 96 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE HAWAII INSTITUTE
     OF PUBLIC AFFAIRS TO CONDUCT A PUBLIC POLICY REPORT ON
     HAWAII AND THE NEW ECONOMY,"

begs leave to report as follows:

     The purpose of this measure is to request the Hawaii
Institute of Public Affairs to conduct a public policy report on
Hawaii's strategic resources and capabilities, focusing on
activities whose impacts will mainly be felt in the formation of
a New Economy.

     Testimony in favor of this measure was submitted by the
Hawaii Institute for Public Affairs (HIPA), Hawaii State
Commission on the Status of Women, Pacific Century, Inc., and one
individual.

     Your Committee finds that the information gathered for this
report will provide important research and base-line information
on Hawaii's new economy activities, assets, and policies, and
will be beneficial to decision-makers in both the public and
private sectors.  HIPA includes representatives from public and
private organizations in its membership, and will draw on these
resources in conducting the research and subsequent report.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this

report, your Committee concurs with the intent and purpose of
H.C.R. No. 96, and recommends that it be referred to the
