Sir:

     Your Committee on Economic Development and Business
Concerns, to which was referred H.C.R. No. 84 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE DIRECTOR OF
     COMMERCE AND CONSUMER AFFAIRS TO ESTABLISH A RULE DRAFTING
     POLICY TASK FORCE,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to minimize the
burden placed by administrative rules on public and private
sector productivity and integrate related policies into the
administrative rulemaking process by requesting the Director of
Commerce and Consumer Affairs to establish a rule drafting policy
task force.

     The Department of Business, Economic Development, and
Tourism testified in support of the measure.  The Department of
Commerce and Consumer Affairs testified in support of the intent
of the measure.

     As affirmed by the record of votes of the members of your
Committee on Economic Development and Business Concerns that is
attached to this report, your Committee concurs with the intent
and purpose of H.C.R. No. 84, and recommends that it be referred
to the Committee on Consumer Protection and Commerce.
