                                 RE: H.C.R. No. 81

Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 2000
State of Hawaii

Sir:

Your Committee on Education, to which was referred H.C.R.
No. 81 entitled:

"HOUSE CONCURRENT RESOLUTION DECLARING THE THIRD FRIDAY OF
SEPTEMBER AS LEGISLATORS BACK-TO-SCHOOL DAY IN HAWAII,"

begs leave to report as follows:

The purpose of this Concurrent Resolution is to designate
the third Friday in September as "Legislators Back-to-School Day
in Hawaii."

Your Committee finds that in recent years, interest in
government has declined in part, due to a lack of understanding
by citizens of our representative form of government and the
political process. In response to this national concern, the
National Conference of State Legislatures passed a resolution
urging State Legislatures to educate and promote civic education.
The National Conference of State Legislatures also established
"America's Legislators Back-to-School Day" to encourage
legislators across the nation to visit schools to talk about
their legislatures and observe activities in the schools.

This Concurrent Resolution establishes Hawaii's response to
the National Conference of State Legislatures' suggestion by
designating the third Friday in September as "Legislators Back-
to-School Day in Hawaii." This designation coincides with the
Department of Education's Social Studies Content and Performance

Standards in Political Science/Civics and represents the
beginning of a mutually beneficial collaboration between students
and legislators that will result in more actively involved
citizens.

Your Committee received favorable testimony from the
Superintendent of Education.

As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee concurs with the intent and purpose of H.C.R. No. 81
and recommends that it be referred to the Committee on
Legislative Management.

                                   Respectfully submitted on
behalf of the members of the
                                   Committee on Education,
