Sir:

     Your Committees on Ocean Recreation and Marine Resources and
Water and Land Use, to which was referred H.C.R. No. 60 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE BOARD OF LAND
     AND NATURAL RESOURCES AND EACH COUNTY TO ENTER INTO LONG-
     TERM LEASES AND DEVELOPMENT AGREEMENTS WITH HAWAIIAN CANOE
     CLUBS THAT DESIRE TO MAKE IMPROVEMENTS TO THEIR EXISTING
     TENANCIES,"

beg leave to report as follows:

     The purpose of this measure is to request the Department of
Land and Natural Resources (DLNR) and each county to enter into
long-term leases and development agreements with Hawaiian canoe
clubs that desire to make improvements to their existing
tenancies.  

     Testimony in support of the intent of this measure was
submitted by the DLNR.

     Your Committees find that pursuant to Sections 171-43 and
171-43.1, Hawaii Revised Statutes, leases are allowed on public
lands for nominal amounts to eleemosynary or religious
organizations.  The canoe clubs may therefore wish to apply for
long-term leases under these provisions.
 
     Your Committees recommend that upon the submission by
Hawaiian canoe club lessees of a development plan, the DLNR enter
into development agreements with lesees which incorporate the

development plan, including the establishment of long-term
leases.  

     As affirmed by the records of votes of the members of your
Committees on Ocean Recreation and Marine Resources and Water and
Land Use that are attached to this report, your Committees concur
with the intent and purpose of H.C.R. No. 60 and recommend that
it be referred to the Committee on Finance.
