Sir:

     Your Committees on Health and Human Services and Housing, to
which was referred H.C.R. No. 51 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE STATE HEALTH
     PLANNING AND DEVELOPMENT AGENCY TO REQUIRE DETAILED
     JUSTIFICATION FROM THE HAWAII HEALTH SYSTEMS CORPORATION IN
     ANY CERTIFICATE OF NEED PROPOSAL TO REDUCE LONG-TERM CARE
     BEDS,"

beg leave to report as follows:

     The purpose of this concurrent resolution is to address the
reduction in the number of long-term care beds in the State by
requesting the State Health Planning and Development Agency to
require detailed justification from the Hawaii Health Systems
Corporation (Corporation) in any certificate of need proposal to
reduce long-term care beds.

     The AARP Hawaii State Legislative Committee and the Hawaii
Government Employees Association testified in support of this
concurrent resolution.

     Your Committees recognize that Hawaii's increasing elderly
population necessitates that action be taken to address concerns
regarding any attempt by the Corporation to reduce or eliminate
its long-term care beds by moving patients from institutionalism
to home- and community-based care.

     As affirmed by the records of votes of the members of your
Committees on Health and Human Services and Housing that are
attached to this report, your Committees concur with the intent
and purpose of H.C.R. No. 51 and recommend that it be referred to
