Sir:

     Your Committee on Health, to which was referred H.C.R. No.
38 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
     COMMERCE AND CONSUMER AFFAIRS TO EXAMINE WAYS TO INCREASE
     THE NUMBER OF LICENSED PSYCHOLOGISTS IN HAWAII,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to provide
adequate mental health services statewide by requesting the
Department of Commerce and Consumer Affairs (DCCA) to review and
evaluate the licensing requirements for psychologists, with a
view toward increasing the number of licensed psychologists.

     Hale Na'au Pono testified in support of this measure.  The
Hawaii Psychiatric Medical Association testified in support of
this measure with suggested amendments.  The Department of Health
testified in support of the intent of this measure.  DCCA
submitted comments.

     Your Committee has amended this measure by:

     (1)  Requesting DCCA to review and evaluate the licensing
          requirements for psychologists, without a view toward
          increasing the number of licensed psychologists;

     (2)  Changing the title of this concurrent resolution to
          read: "REQUESTING THE DEPARTMENT OF COMMERCE AND

          CONSUMER AFFAIRS TO REVIEW AND EVALUATE THE LICENSING
          REQUIREMENTS FOR PSYCHOLOGISTS";
     (3)  Deleting provisions relating to increasing the number
          of licensed psychologists to meet the needs of the
          child and adolescent mental health service system; and

     (4)  Making technical, nonsubstantive amendments for
          purposes of clarity and style.

     The intent of making these amendments is to review the
licensure process of psychologists, not to increase the numbers
of psychologists.  However, your Committee acknowledges that the
need to increase the numbers of psychologists may be an outcome
of the review.

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee concurs with the intent and purpose of H.C.R. No. 38,
as amended herein, and recommends that it be referred to the
Committee on Consumer Protection and Commerce, in the form
attached hereto as H.C.R. No. 38, H.D. 1.
