Sir:

     Your Committee on Water and Land Use, to which was referred
H.C.R. No. 203 entitled: 

     "HOUSE CONCURRENT RESOLUTION ENCOURAGING ALL STATE AND
     COUNTY AGENCIES TO ASSIST THE HEAD START PROGRAM TO OBTAIN
     LAND AND OTHER RESOURCES,"

begs leave to report as follows:

     The purpose of this resolution is to encourage all state and
county agencies to assist Head Start Programs in obtaining land
and other resources to increase its local funding and thereby
increasing the corresponding federal matching funds.

     The Department of Land and Natural Resources (DLNR) offered
comments that it is willing to work with State or County agencies
to set aside lands to these agencies for Head Start.

     Your Committee finds that the Head Start Program serves an
important public need in improving the lives of disadvantaged
children in Hawaii as well as offering opportunities for career
development to families that participate in their program.

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,
your Committee concurs with the intent and purpose of H.C.R. No.
203, and recommends that it be referred to the Committee on
