Sir:

     Your Committee on Energy and Environmental Protection, to
which was referred H.C.R. No. 175 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE GOVERNOR OF THE
     STATE OF HAWAII TO ISSUE AN ADMINISTRATIVE DIRECTIVE IN
     ACCORDANCE TO THE PRESIDENT OF THE UNITED STATE'S EXECUTIVE
     ORDER 13123, GREENING THE GOVERNMENT THROUGH EFFICIENT
     ENERGY MANAGEMENT,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to have the
Governor issue a directive to promote energy efficiency, water
conservation, and use of renewable energy products to help foster
markets for emerging technologies.

     The Hawaiian Electric Company and Life of the Land testified
in support of this concurrent resolution.

     Your Committee finds that the state government is the
largest consumer of energy in Hawaii.  This is a good opportunity
for the state to take the lead in weaning our economy from its
dependency on fossil fuel.

     Your Committee has made nonsubstantive, technical changes
for purposes of style and clarity.

     As affirmed by the record of votes of the members of your
Committee on Energy and Environmental Protection that is attached
to this report, your Committee concurs with the intent and

purpose of H.C.R. No. 175, as amended herein, and recommends that
it be referred to the Committee on Finance in the form attached
hereto as H.C.R. No. 175, H.D. 1.
