Sir:

     Your Committee on Tourism, to which was referred H.C.R. No.
164 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE HAWAII TOURISM
     AUTHORITY TO ESTABLISH A TRANSITION PLAN TO TRANSFER THE
     FUNCTIONS AND RESPONSIBILITIES OF THE CONVENTION CENTER
     AUTHORITY TO THE HAWAII TOURISM AUTHORITY,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to request the
Hawaii Tourism Authority (HTA) to establish a transition plan to
transfer the functions and responsibilities of the Convention
Center Authority (CCA) to HTA.

     HTA, Hawaii Hotel Association, and Maui Hotel Association
testified in support of this measure.  The Department of
Business, Economic Development, and Tourism also testified in
support of the measure but with suggested amendments.  Comments
were submitted by CCA.

     Your Committee has amended this concurrent resolution by:

     (1)  Specifying that the transition plan include how HTA
          will carry out the community relations and marketing
          aspects of the Convention Center; and

     (2)  Making technical, nonsubstantive amendments for
          clarity, consistency, and style.

     As affirmed by the record of votes of the members of your
Committee on Tourism that is attached to this report, your
Committee concurs with the intent and purpose of H.C.R. No. 164,
as amended herein, and recommends that it be referred to the
Committee on Finance in the form attached hereto as H.C.R. No.
164, H.D. 1.
