Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.C.R. No. 140 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE UNITED STATES
     HOUSE OF REPRESENTATIVES TO SPEEDILY PASS S. 1052 RELATING
     TO THE COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS,"

begs leave to report as follows:

     The purpose of this resolution is to request the United
States House of Representative to speedily pass S. 1052 relating
to the Commonwealth of the Northern Mariana Islands.

     The Oahu Filipino Community Council testified in support of
this measure.

     Your Committee finds that passage of S. 1052 would bring
U.S. immigration law to the Commonwealth of the Northern Mariana
Islands to address many abuses against alien laborers.
Encouraging the passage of S. 1052 would hopefully bring a quick
resolution to these problems.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee concurs with the intent and purpose
of H.C.R. No. 140, and recommends its adoption.
