Sir:

     Your Committee on Education, to which was referred H.C.R.
No. 124 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE DEVELOPMENT OF A
     METHOD BY WHICH STUDENTS MAY PROVIDE FEEDBACK TO TEACHERS
     REGARDING THEIR EDUCATION IN THE CLASSROOM,"

begs leave to report as follows:

     The purpose of this Concurrent Resolution is to request the
Department of Education and  representatives of the student
council and the Hawaii State Teachers Association to develop a
method by which students may provide feedback to teachers
regarding their education in the classroom.

     Your Committee finds that learning is a two-way process even
while the student is the primary learner in the standard
educational system.  Teachers may have specific educational
techniques and subject knowledge, but students may find other
methods more conducive to learning.  These learning styles may be
the result of socio-economic or cultural background.  At the
present time, there is no formal mechanism for the students to
provide feedback to their teachers about how their learning could
be enhanced by changes in methodology or teaching style.  This
Concurrent Resolution attempts to solve this deficiency.

     Your Committee finds that asking the Department of Education
along with the teachers' union and involved students working
together can produce a process that will be useful and agreeable
to all.

     As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee concurs with the intent and purpose of H.C.R. No. 124,
and recommends that it be referred to the Committee on Finance.
