Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Education and Technology, to which was
referred H.B. No. 87, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to establish a community
based pilot project that enables students to have an opportunity
to participate in the formulation of activities and programs.

Testimony in support of this measure was received from the
Department of Education, a District Supervisor for the Department
of Parks and Recreation, Hamakua District Development Council,
Rural South Hilo Community Association, North Hilo Community
Council, and twenty-seven individuals, including students and
teachers in Hawaii public schools.

Your Committee finds that youth can play meaningful roles in
the development of programs that prevent concerns such as drug

of partnering while maximizing available resources. Such
collaboration and coordination will certainly result in
beneficial outcomes for the children of this State.
