Say Speaker, House of Representatives Twentieth State Legislature Regular Session of 1999 State of Hawaii Sir: Your Committee on Water and Land Use, to which was referred H.B. No. 810 entitled: "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR A WAIALUA- HALEIWA STORMWATER DRAINAGE MASTER PLAN," begs leave to report as follows: The purpose of this bill is to appropriate funds to the Department of Land and Natural Resources for the formation of a Waialua-Haleiwa stormwater drainage master plan. Your Committee received testimony offering comment on this bill from the Board of Land and Natural Resources. Your Committee finds that the Waialua-Haleiwa stormwater drainage master plan will enable the state, City and County of Honolulu and Federal Emergency Management Agency to implement flood mitigation and control measures, resulting in less danger and disruption to residents and reduce the strain on emergency management resources. In order to facilitate decisionmaking, your Committee requested the Department of Land and Natural Resources to provide your Committee on Finance with the following information: 1. Estimates of additional planning and design costs beyond the $500,000 for a master plan; 2. Estimates of construction costs; and 3. Alternatives, including relocation of homes, if feasible, to areas outside of the flood plain. STAND. COM. REP. No. 810 and recommends that it pass Second Reading and be referred to the Committee on Finance.
