Sir:

     Your Committee on Public Safety and Military Affairs, to
which was referred H.B. No. 531 entitled: 

     "A BILL FOR AN ACT RELATING TO CORRECTIONS,"

begs leave to report as follows:

     The purpose of this bill is to expand the KASHBOX drug
rehabilitation program throughout the State and to ensure that
women in Hawaii's correctional facilities are given fair and
equitable access to the KASHBOX drug rehabilitation program.

     Specifically, this bill makes an appropriation for the
expansion of the KASHBOX drug rehabilitation program to ensure
equal access for both male and female prisoners.

     The Department of Public Safety, the Department of the
Prosecuting Attorney for the City and County of Honolulu,  the
Hawaii State Commission on the Status of Women, the American
Civil Liberties Union, the Sex Abuse Treatment Center, the
Government Efficiency Teams, Inc., and concerned individuals from
the community submitted testimony in support of this measure.

     As affirmed by the record of votes of the members of your
Committee on Public Safety and Military Affairs that is attached
to this report, your Committee is in accord with the intent and
purpose of H.B. No. 531 and recommends that it pass Second
Reading and be referred to the Committee on Finance.
