Sir:

     Your Committee on Finance, to which was referred H.B. No.
510 entitled: 

     "A BILL FOR AN ACT RELATING TO THE BOARD OF EDUCATION,"

begs leave to report as follows:

     The purpose of this bill is to enable the Board of Education
(BOE) to respond more efficiently to the legal needs of the BOE,
the Department of Education, and the Hawaii State Public Library
System by allowing the BOE to employ or retain its own attorneys
without the approval of the Attorney General.

     The BOE testified in support of this measure.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments for clarity.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
510, as amended herein, and recommends that it pass Third Reading
