Sir:

     Your Committee on Transportation, to which was referred H.B.
No. 45 entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR VEHICLE DRIVER
     LICENSING,"

begs leave to report as follows:
     
     The purpose of this bill, as received by your Committee, is
to separate violations of driving without a license from driving
with an expired license.

     Your Committee finds that a driver apprehended for driving
with an expired license is treated the same as for the violation
of driving without a license.  Your Committee further finds that
driving with an expired license is less serious than never having
been qualified to operate a motor vehicle.

     This bill proposes to separate violations of driving without
a license from driving with an expired license, and treat the
violation of driving with an expired license as a lesser offense.

     Testimony in support of this bill was received from a

     As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No. 45
and recommends that it pass Second Reading and be referred to the
Committee on Judiciary and Hawaiian Affairs.
