Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 45 entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR VEHICLE DRIVER
     LICENSING,"

begs leave to report as follows:

     The purpose of this bill is to make driving with an expired
driver's license a lesser violation than that of driving without
ever having obtained a driver's license.

     Testimony commenting on provisions of this bill was received
from the Judiciary and the City and County of Honolulu Department
of the Prosecuting Attorney.

     Your Committee finds that the provisions of this bill are in
accordance with the principles of justice. 

     Your Committee has amended this bill by:

     (1)  Specifying that driving within 30 days after the
          expiration of a driver's license shall be a violation
          subject to the penalty in section 286-136, Hawaii
          Revised Statutes;

     (2)  Adding a savings clause; and

     (3)  Making technical, nonsubstantive amendments for
          purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 45, as amended herein, and recommends that it
pass Third Reading in the form attached hereto as H.B. No. 45,
H.D. 1.
