Sir:

     Your Committee on Finance, to which was referred H.B. No.
423, H.D. 1, entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION TO MATCH FEDERAL
     FUNDS FOR THE HAWAII FORESTRY AND COMMUNITIES INITIATIVE,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds to the
Department of Land and Natural Resources (DLNR) to match federal
funds for the Hawaii Forestry and Communities Initiative.

     The Department of Hawaiian Home Lands, DLNR, Department of
Labor and Industrial Relations, the Big Island Farm Bureau, the
Hawaii Forest Industry Association, the Hawaii Reforestation
Nursery LLC, the Hawaii Farm Bureau Federation, the Nature
Conservancy of Hawaii, and several individuals testified in
support of this measure.

     The Department of Agriculture submitted comments.  The Kauai
Economic Development Board testified in support of the intent of
this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
423, H.D. 1, and recommends that it pass Third Reading.
