Sir:

     Your Committee on Transportation, to which was referred H.B.
No. 382 entitled: 

     "A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

begs leave to report as follows:

     The purpose of this bill is to improve land transportation
between Hilo and Kona and intermediate destinations on the island
of Hawaii.

     Your Committee finds that the Saddle Road is the most direct
route connecting Hilo and Kona, the two large urban centers on
the island of Hawaii.  Your Committee further finds that the
Saddle Road has many substandard features which should be
corrected for the safety and convenience of residents, tourists,
and businesses transporting goods.

     This bill proposes to authorize the issuance of general
obligation bonds and make an appropriation for the repair,
upgrading, realignment, and reconstruction of the Saddle Road.

     Testimonies in support of this bill were received from the
the Hawaii County Council, the Japanese Chamber of Commerce and
Industry of Hawaii, and the Democratic Party of Hawaii.  The
Department of Transportation supported the intent of this bill.

     As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
382 and recommends that it pass Second Reading and be referred to
