Sir:

     Your Committee on Finance, to which was referred H.B. No.
3022, H.D. 1, entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR CHILD CARE
     CERTIFICATION,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds to provide
income qualified mothers the opportunity to become trained child
care providers in family-care settings by enrolling in a program
to receive a child development associate credential.

     The Hawaii Chapter of the American Academy of Pediatrics and
the Honolulu Community Action Program, Inc., supported this bill.
The Good Beginning Alliance supported the intent of this bill.
The Department of Human Services and the Office of Community
Services commented on this bill.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
