Sir:

     Your Committee on Transportation, to which was referred H.B.
No. 2934 entitled: 

     "A BILL FOR AN ACT RELATING TO TEMPORARY INSTRUCTION
     PERMIT,"

begs leave to report as follows:

     The purpose of this bill, as received by your Committee, is
to increase the time for which a driver's license instruction
permit is valid.

     Your Committee finds that the validity of an instruction
permit is presently limited to 180 days.  Your Committee further
finds that many drivers do not feel that they have had sufficient
practice to take the road test with the examiner in the vehicle,
so they renew their learner's permits.

     This bill proposes to extend the validity of the instruction
permit to one year.

     Testimony in support of this measure was received from the
city and county of Honolulu.

     As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2934 and recommends that it pass Second Reading and be referred
to the Committee on Judiciary and Hawaiian Affairs.
