Sir:

     Your Committee on Health, to which was referred H.B. No. 292
entitled: 

     "A BILL FOR AN ACT RELATING TO HEALTH,"

begs leave to report as follows:

     The purpose of this bill is to establish a healthy living
special fund from tobacco litigation moneys, to be applied
towards healthy living programs.  

     Hawaii Nurses' Association, Mothers Care, and the Healthy
Mothers Healthy Babies Coalition of Hawaii submitted testimony
in strong support of this measure.  The Department of Health,
Department of Human Services, Department of Budget and Finance,
and the American Lung Association of Hawaii testified in support
of the intent of this measure.  The Coalition for a Tobacco Free
Hawaii urged the dedication of settlement funds exclusively to
programs and services for tobacco control and prevention. 

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
292 and recommends that it pass Second Reading and be referred to
