Sir:

     Your Committee on Higher Education, to which was referred
H.B. No. 2900 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE
     UNIVERSITY OF HAWAII AT MANOA,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds to the
College of Education at the University of Hawaii at Manoa for
special education teacher training.

     The University of Hawaii Professional Assembly testified in
support of this bill.  The University of Hawaii testified in
support of the intent of this bill.

     Your Committee amended this bill by changing the amount of
the appropriation to meet the needs of the College of Education
to adequately fund their special education training.  

     Your Committee further amended this bill by stipulating that
special education teaching students who receive scholarships will
commit to service with the Department of Education as special
education teachers.  Those receiving scholarships for the
bachelor's degree program will work with DOE for at least three
years, and those receiving scholarships for the masters degree
program will work with DOE for at least five years.

     As affirmed by the record of votes of the members of your
Committee on Higher Education that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
No. 2900, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as H.B. No. 2900, H.D. 1, and
be referred to the Committee on Finance.
