Sir:

     Your Committees on Health and Education, to which was
referred H.B. No. 2874 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR DRUG
     TREATMENT, COUNSELING, AND INTERVENTION SERVICES AT WAIPAHU
     HIGH SCHOOL,"

beg leave to report as follows:

     The purpose of this bill is to appropriate funds to provide
substance abuse treatment, counseling, and intervention services
for students at Waipahu High School.

     The Community Alliance on Prisons submitted testimony in
strong support of this bill.  The Department of Health submitted
testimony in support of this bill with the reservation that the
funds in this bill do not adversely affect its executive
supplemental budget request.

     As affirmed by the records of votes of the members of your
Committees on Health and Education that are attached to this
report, your Committees are in accord with the intent and purpose
of H.B. No. 2874 and recommend that it pass Second Reading and be
referred to the Committee on Finance.
