Sir:

     Your Committee on Education, to which was referred H.B. No.
2822 entitled: 

     "A BILL FOR AN ACT RELATING TO SCHOOL ADMINISTRATORS,"

begs leave to report as follows:

     The purpose of this bill is to ensure that future school
administrators are properly trained through the School
Administrator Program.

     The Hawaii Government Employees Association and the
Department of Education submitted testimony in support of this
bill.

     Your Committee finds that the educational officers workforce
will be faced with a severe shortage because approximately five
hundred educational officers are expected to retire by 2005.
Therefore, it is critical that teacher candidates be trained to
become certified educational officers to replace those that will
be leaving the educational officer ranks.

     Your Committee has amended this bill by changing the
appropriation amount to $1 for the purpose of continued
discussion.  Technical, nonsubstantive amendments have also been
made for clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2822, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as H.B. No. 2822, H.D. 1, and
be referred to the Committee on Finance.
