Sir:

     Your Committee on Judiciary, to which was referred H.B.
No. 2820, H.D. 1, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

     The purpose of this measure is to request the Legislative
Reference Bureau to conduct a study on how private schools may be
able to work together to create a consortium to finance the
construction and renovation of educational facilities at
independent, not-for-profit elementary schools, secondary
schools, universities, and colleges in Hawaii.

     Your Committee finds that private schools, like public
schools, must maintain the buildings and facilities on their
campuses.  The continuous financing required for repairing and
maintaining existing facilities, planning renovations, and
funding capital improvement projects is challenging, especially
when traditional sources of funding are limited.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee is in accord with the intent and purpose of H.B.
No. 2820, H.D. 1, S.D. 1, and recommends that it pass Third
Reading.
