Sir:

     Your Committees on Education and Judiciary and Hawaiian
Affairs, to which was referred H.B. No. 2820 entitled: 

     "A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

     The purpose of this bill is to propose amendments to article
VII, section 12, and article X, section 1, of the Constitution of
the State of Hawaii to authorize the issuance of special purpose
revenue bonds to finance construction and renovation of
educational facilities at independent nonprofit elementary and
secondary schools, universities, and colleges.

     The Hawaii Association of Independent Schools, the President
of Chaminade University, and a private high school student
testified in support of the bill.  The Superintendent of
Education testified that the Department of Education did not
object to the bill, while the Attorney General submitted written
testimony expressing concerns regarding the bill.

     As affirmed by the record of votes of the members of your
Committees on Education and Judiciary and Hawaiian Affairs that
are attached to this report, your Committees are in accord with
the intent and purpose of H.B. No. 2820 and recommend that it
pass Second Reading and be referred to the Committee on Finance.
