Sir:

     Your Committee on Finance, to which was referred H.B. No.
2721, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

begs leave to report as follows:

     The purpose of this bill is to ensure that road and bridge
designers consider aesthetic, historic, and scenic values, as
well as safety and mobility, by directing the Director of
Transportation to establish new design guidelines to govern
construction, reconstruction, resurfacing, restoration, or
rehabilitation of facilities.

     Two Maui County Councilmembers, the Hanalei Roads Committee,
the Hanalei Heritage River, the Historic Hawaii Foundation, Na
Leo Pohai, and Hawaii's Thousand Friends testified in support of
this measure.  The Department of Transportation testified in
support of the intent of this measure.  The North Hilo Community
Association, Pulama Ia Kona Heritage Preservation Council, and an
individual submitted comments.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2721, H.D. 1, as amended herein, and recommends that it pass
