Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2650 entitled: 

     "A BILL FOR AN ACT RELATING TO THE JUDICIARY,"

begs leave to report as follows:

     The purpose of this bill is to amend the 1999 Judiciary
appropriations bill to provide operating and capital improvement
funds for the Judiciary in fiscal year 2000-2001.

     Testimony in support of this measure was received from the
Judiciary.

     Your Committee finds that the Judiciary's supplemental
budget is limited in focus, addressing only the Judiciary's most
pressing needs.  The requests are consistent with the Judiciary's
mission, and respond to public demands to ensure the safety of
children and other at-risk persons by providing adequate
resources for courtroom staff and support services.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2650 and recommends that it pass Second
Reading and be referred to the Committee on Finance.
