Sir:

     Your Committee on Public Safety and Military Affairs, to
which was referred H.B. No. 263 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE HAWAII
     NATIONAL GUARD YOUTH CHALLENGE PROGRAM,"

begs leave to report as follows:

     The purpose of this bill is to make an appropriation for the
Hawaii National Guard Youth Challenge program.  This program
serves as an intervention in the lives of at-risk youth, helping
the participants to learn self-discipline, leadership, and
responsibility while working to complete their high school
diploma academic schedule.

     The Hawaii Department of Defense, the Superintendent of
Schools, and the Office of Youth Services submitted testimony in
support of this measure.

     Upon further consideration, your Committee has amended this
measure by:

     (1)  Inserting a requirement for a report to the
          legislature, and;

     (2)  Changing the expending agency to the Department of
          Defense.


 
 
 
     As affirmed by the record of votes of the members of your
Committee on Public Safety and Military Affairs that is attached
to this report, your Committee is in accord with the intent and
purpose of H.B. No. 263, as amended herein, and recommends that
it pass Second Reading in the form attached hereto as H.B. No.
263, H.D. 1, and be referred to the Committee on Finance.
