Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2633 entitled: 

     "A BILL FOR AN ACT RELATING TO VOTER REGISTRATION,"

begs leave to report as follows:

     The purpose of this bill is to conform Hawaii's voter list
maintenance provisions with federal law by referring to the
National Voter Registration Act of 1993 (NVRA) and other
applicable federal laws.

     The Office of Elections testified in support of the measure.
The Elections Office of the City and County of Honolulu commented
on the measure.

     Your Committee finds that with respect to procedures for the
maintenance of voter lists, current Hawaii law does not comply
with the NVRA.  Under the NVRA, election officials must mail a
notification card to registrants.  If the United State Postal
Service returns the card as undeliverable, the voter is mailed a
confirmation letter.  If the person does not respond and does not
vote in two consecutive general elections, the person may be
removed from the voter list.

     Your Committee further finds that this measure will conform
the law to federal mandates.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments for purposes of style and clarity, and
to correct a drafting error.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2633, as amended herein, and recommends that
it pass Second Reading in the form attached hereto as H.B. No.
2633, H.D. 1, and be placed on the calendar for Third Reading.
