Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2632 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE OFFICE OF
     ELECTIONS,"

begs leave to report as follows:

     The purpose of this bill is to make an appropriation for the
Office of Elections to carry out its responsibility for educating
voters on the new voting system.

     Testimony in support of this measure was received from State
Office of Elections, the Office of the City Clerk, and The League
of Women Voters of Hawaii.

     Your Committee finds that voter education is necessary and
warrants an appropriation for that purpose.

     Your Committee amends this measure by making technical,
nonsubstantive changes for purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2632, as amended herein, and recommends that
it pass Second Reading in the form attached hereto as H.B. No.
2632, H.D. 1, and be referred to the Committee on Finance.
