Sir:

     Your Committee on Economic Development, to which was
referred H.B. No. 2568, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO STATE PARKS,"

begs leave to report as follows:

     The purpose of this measure is to replace the aina hoomalu
special fund with the newly created state parks special fund.

     Testimony in support of this measure was received from the
Department of Land and Natural Resources (DLNR).  Testimony in
opposition was received from the Office of Hawaiian Affairs.  The
Environmental Center, University of Hawai`i at Manoa, submitted
comments.

     Your Committee has heard that decreasing revenues to support
state services has made it difficult for DLNR to administer and
operate the State parks system.  Your Committee finds that this
measure will give DLNR increased flexibility to allocate revenues
generated by the State parks system to benefit all state parks.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 2568, H.D. 1, and recommends that it pass Second
Reading and be referred to the Committee on Ways and Means.
