Sir:

     Your Committee on Finance, to which was referred H.B. No.
2568 entitled: 

     "A BILL FOR AN ACT RELATING TO STATE PARKS,"

begs leave to report as follows:

     The purpose of this bill is to give the Department of Land
and Natural Resources (DLNR) greater flexibility to allocate
revenues generated by the State Parks System to benefit all state
parks programs by replacing the 'Aina Ho'omalu Special Fund with
the newly-created State Parks Special Fund.

     DLNR testified in support of this measure.  The Office of
Hawaiian Affairs testified in opposition to this measure.
Comments were submitted by an individual.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments for clarity, consistency, and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2568, as amended herein, and recommends that it pass Third
