Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2567 entitled: 

     "A BILL FOR AN ACT RELATING TO BLUE LIGHTS,"

begs leave to report as follows:

     The purpose of this bill is to allow Department of Land and
Natural Resources law enforcement vehicles to use blue lights.

     The Department of Land and Natural Resources testified in
support of this measure.

     Your Committee finds that under current law, the Department
of Land and Natural Resources law enforcement vehicles are
prohibited from using blue lights in the manner that they are
used by other law enforcement agencies in the State.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2567 and recommends that it pass Second
