Sir:

     Your Committee on Ways and Means, to which was referred H.B.
No. 2554, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO WORKERS' COMPENSATION,"

begs leave to report as follows:

     The purpose of this bill is to remove any liability on the
part of the Special Compensation Fund to pay any permanent
partial disability benefits to an injured employee whose previous
permanent partial disability amounted to less than thirty-two
weeks of compensation.

     Furthermore, this bill exposes the Special Compensation Fund
to liability for subsequent work injuries occurring before
May 15, 1982.

     Your Committee finds that this measure will remove
inconsistencies in the obligations of the Special Compensation
Fund to pay disability benefits that are based on the extent and
date of the subsequent injury.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2554, H.D. 1, and recommends that it pass Third Reading.
